The reasons to use traffic exchanges are:
-They increase your Alexa ranking in a big way. In the four months my main website has been active, it has moved up from an Alexa ranking of over 9 million to 522,000
-If you're selling a service or product, it increases the number of potential customers. While most traffic exchanges are not really helpful in this respect, I have gotten a number of orders from the LinkRefferal.com manual traffic exchange.
