United Kingdom Plans Radical Welfare Reform The UK government plans to publish radical welfare reform next week. The priority is to target the group of beneficiaries who have been long-term inactive and detached from the the labour market. The Welfare Reform Green Paper proposes to changing its general "one size fit all" system to a tailored system of pilot programs to gather information to build real reform in the welfare state. If published recommendations were adopted, they would not reflect enough change to measure prior to the 2009 General Elections.
